Migration, fight against terrorism, EMU, single market, referendum in the UK: the Council has a busy agenda. The issue of the external borders of the EU and their protection, as well as the demands of David Cameron - notably those related to the free movements of people in Europe - should keep the attention of the EU heads of State during this European Council.
