Overplanned urban spaces

Tokyo Teleport Town is out of context, and, although well-developed, does not attract people to spend time in it. The design curiously reminded me of the contestants for the restructuring of the Lukiskiu square in the Centre of Vilnius.
Today I happened to be reading an article on Tokyo and New York by Roman Cybriwsky. As many academic articles, it had a promising beginning and disappointed me with the way it ended, I think some conclusions are by far too simplistic. However, what caught my attention was this photo and its comment:

The author points out that this place, the Tokyo Teleport Town is out of context, and, although well-developed, does not attract people to spend time in it. I should visit this place one day! Anyway, the design curiously reminded me of the contestants for the restructuring of the Lukiskiu square in the Centre of Vilnius. Are we heading for the same destiny of public space?
