Positive Discrimination, do the means justify the ends?

For the 2007 European Year of Equal Opportunities for All, the Manneken Babbel debate explored one controversial means to redress historical and structural discrimination against immigrants and their descendants. Would positive discrimination promote integration and equality? Or would it undermine the very principles it is meant to protect?
